hi
St1. b must equal to 3 to have exactly 3 positive multiples less than 10. 2 has 4 multiples less than 10 (2,4,6,8). therefore sufficient.
st2. b could be 2 or 3 as both have exactly 3 multiples which satisfies 2<kb<10 (k is an integer). insufficient

Stmnt 1 : 3 is the only number having exactly three multiples numbers less than 10 (2 has 4 multiples)

Stmnt 2: 2 and 3 both have exactly three multiples greater than 2 and less than 10
2 has 4,6,8
3 has 3,6,9

Thanks for the crisp response. I went with answer choice (D), mostly because I couldn't get (A) off of my head.
