(B) on the grounds of avoiding duplicated facilities alone [“alone” awkward – eliminate it]
(C) solely in that duplicated facilities should be avoided [ “solely” – Eliminate it]
(D) while the duplication of facilities should be avoided [while – introduces contrasting thought – eliminate it]
(E) if only because the duplication of facilities should be avoided [hold it]
