Please follow the attachment for better understanding:

Initial of fingers are written as T, I, M, R, L from left to write and
the counting as it would appear.
Now first row has 5 numbers from 1 to 5
so remaining = 1994-5= 1989
Now we see that each row has 4 numbers and
Let say row beginning from 6 be 1st row and call it odd
row beginning from 10 be 2nd row and call it even and so on
Now 1989/4 gives Quotient : 497 which is odd row and will end at Thumb Finger and remainder: 1 which is at Index Finger

Answer: B

with the given sequence we know that even no will only be Index and ring finger
and for the given sequence the the thumb falls as 8n+1 ; at n=249 ; 1993 it will be thumb and 1994 it will be index finger
