(C) increasing wages expected to be approved as a result of negotiating

why B and C error?

B) increased is wrong b/c wages are yet to be approved, and not already approved.
C) increasing is wrong b/c present continuous tense doesn't hold good. wages are not increasing, they are going to increase (and that will be one time).

Excuse me, You mean that we couldn't say "increased wages" or "increasing wages"?

Then, what's the difference in A, B, and C.

Could you explain more ?
