Second 'that' modifies 'powers of observation' --> need 'make'
E is not concise and lacks clarity.
D is best.

Between D & E, E is definite verbose " make his letters a group which is the rival of" than D. I think D should be correct Ans.

Watch out for "which" on the GMAT. In E, which is wrong, because it should generally follow a comma. Also, "Which" should Only introduce a non-essential idea, and in E it introduces a phrase that is important for the meaning of the sentence.
