the first thing to do is to identify the question type. Here, the question get s involved in a mix question. Certainly, a part of the question concerns with the logic question; in addition, the question is the mix of an inference question, and a strengthen / weaken question.
Here, I just use my instinct to set the question as inference question, and pick B as the answer. (D can be the right option as well, but B is better)

Inference question has much broader implications. To some extent, inference questions do not need arguments, but passages containing facts. What can be inferred is just a detail, a sentence, premises, conclusion, or anything. On the contrary, strengthen/ weaken question uses premises as reasoning.
