if you want to use a helping verb like did and omit the actual verb (see), the verb you're using must be in the same tense. in the sentence above, first clause is in present perfect, second clause is in simple past. i.e. the clause "but last year my father DID." would only work if it were preceded by something like "I never saw the aardvark when i visited the countryside"

in the second sentence you have different tenses, so you cannot use a helping verb while omitting your main verb - hence the rule about repeating the whole verb if you need to change tenses
