I am not clear on the usage of the word laying...

This question is testing 'Concrete nous and action nouns'.

No, "experimented" is the main verb. The basic sentence is as follows:

Abu Ali al-Hasan ibn al-Haytham experimented extensively with light and vision.

A non-essential modifier "born in Iraq in 965 C.E" is inserted after Abu Ali al-Hasan ibn al-Haytham. This modifier refers to Abu Ali al-Hasan ibn al-Haytham.

The sentence now becomes:
Abu Ali al-Hasan ibn al-Haytham, born in Iraq in 965 C.E, experimented extensively with light and vision.

Another past participial modifier "Ranked among...." is added before Abu Ali al-Hasan ibn al-Haytham. This modifier refers to Abu Ali al-Hasan ibn al-Haytham

Finally another present participle modifier "laying the foundation for ...." is added at the end of the sentence. This modifier refers to the whole clause " Abu Ali al-Hasan ibn al-Haytham, born in Iraq in 965 C.E, experimented extensively with light and vision."

I had the idea that any verb-ed after comma usually assumes the role of a modifier.
