No, you can not write two independent clauses separated by comma in a list form.

You can write sentence like : Subject verb1 ...., verb2 ...., and verb3 .... . (verb parallelism is acceptable but whole sentences with subject-verb comma separated not allowed.)
Subject1.. verb1, subject2..verb2, and subject3..verb3 (not allowed. use semicolon to separate sentence in list)

If you join independent clauses by a comma, you create a comma splice. To join independent clauses, you either need a semi colon or a conjunction. Also, in case you want to list out some elements, you use a colon.

let's split the sentence into clauses:
The rebel group (that has visited the operations headquarters - dependent clause, modifies the "rebel group") say its decisions balances the interests of the main players:

that is correctlu used, since it modifies the group, not the people from the group.

VERITAS PREP OFFICIAL SOLUTION:




In problems like this, with so much underlined, it is important that you find fairly easy and concrete decision points to start with. The easiest decision points in this problem relate to subject-verb agreement: the choices between “say” and “says” and “balance” and “balances.” Since “the rebel group” is singular you must have “says” not “say.” This allows you to eliminate (A) and (E). Since the noun “decisions” is plural you must have the plural verb “balance,” not “balances”. This allows you to further eliminate answer choices (B). In choosing between (C) and (D), you cannot have all of the elements linked together as in (C) (as if all of those things were said by the rebel group!). Only (D) gets the subject verb agreement correct and uses a proper structure (colon followed by three complicated things linked by semi-colons) to convey a logical meaning. Answer is (D).

Is the usage of "and" in the last IC correct because what we want to express after the semi-colon is a list of items. Is my understanding correct regarding the usage of "and".?

I think 1st option is correct as supervises and maintains are in parallel.

Don't you think 2nd option which is given in choice D is creating confusion.

"Maintaining....." it is modifier and may modify the US or the rebel group.

Can you help to clear out this doubt cloud.
