For me its betweeen A and E and I believe "divided over X and Y" is correct idiom.

Is there a difference between the bolded items?
A. on whether significant warming will occur and what impact will it have if it does. B. on whether warming that occurs will be significant and the impact it would have
I can't differentiate the two in meaning, but I get it a sense they are not the same. Any suggestions?
