For me its betweeen A and E and I believe "divided over X and Y" is correct idiom.

So E makes sense.

Its between A and E.

"Divided on" and "Divided over" -- both are correct.

E is more concise than A.

Will go for E.

B. on whether  warming that occurs will be significant  and the impact it would have

I can't differentiate the two in meaning, but I get it a sense they are not the same. Any suggestions?
