Car rental agency A charges a cents for the first mile of ride and x cents for every further mile. Car rental agency B charges b cents for the first mile of ride and y cents for every further mile. Can the ratio of the total charges of A and B for a d mile ride be 0.86?
(1) a : b = 3 : 4 and x: y = 17 : 20
(2) a < b and x < y. Had the charge for the first mile of ride of each agency been 12 cents higher, the ratio of the total charges of A and B for a d mile ride would have been at most 9 : 10.

Can someone please explain this one to me? I tried to understand why it is A rather than E and could not get it.

1) a = 3b and x = (17/20)y
Plugged those values into the equation given in the stem and 3b + (17/20)y * (d-1) but this doesn't seem sufficient to me

but don't you need d miles for the ratio

Good question but I doubt GMAT will entertain such questions since it needs time to think about
