fewer sources of alternate income is correct
less could be used but in this form less number of sources

consider this
I have fewer/lower than 10 Dollars
I have less than 10 Dollars
the latter is correct n thats obvious....
do correct me if i am wrong

What about lower?
I thought that "lower" is suitable with the figure
ex. the number of population in xxx is lower than yyy

It is a comparison of the salary , therefore "less than " . Moreover , salary of "lower than" is a wrong usage .
Less is used to express inadequacy or insufficiency of something, but only in a comparative sense.
Fewer : because sources are countable .

a.less than 15 thousand dollars and fewer - dollars is uncountable as units themselves can't be counted . sources are countable so fewer is correct .

b.lower than 15 thousand dollars and less - Lower means (less in a value than some other value )we are comparing two diff entities but here we want to show the value was less than 15k dollars hence reject this . also less is wrongly used for sources which are countable .

c.lower than 15 thousand dollars and fewer - (same error as B )
d.fewer than 15 thousand dollars and less - (same error as b )
e.of fewer than 15 thousand dollars and of fewer - same error as b

hence option A is best here .
