first of all, we cannot say " would", because it really happened. So A and B are out.

I would first look for a "twice as many X as Y" construction. E has this one, so this is my answer. It is still awkward to me because we are comparing "lives" with "WWI"
But, it is still the best answer.

1) Currect usage is "as many as" not "as many than" -> A, C, D are wrong
2) Use of would is wrong after "as", as there is no uncertainty/ imaginary scenario. Word War I has already claimed lives, not would claim lives.
