c. both be extremely difficult and a waste of resources as
d. both be extremely difficult as well as waste resources since
e. be extremely difficult and would waste resources as well since


words after BOTH should be connected with the conjunction "AND", so b , d are out.
Moreover the parallelism should be maintained - so A, C are out as well.
E is the answer here

(D) war brewing in Europe, the industrial revolution well-established, and the communication age beginning.
(E) war brewing in Europe, the industrial revolution well-established, and saw the birth of the communication age. redundant

The other sentences do not have parallelism. I guess :)

In 14, I still prefer B to D.
In D, imo it is not clear, what "information" is modifying, so I chose B.
