Since 8 x 3 x 2^2 = 96, then we see that 8^2 x 3^2 x 2^4 = 96^2, so we have:

[(8^2 x 3^2 x 4^2) x 3] / 96^2 = (96^2 x 3) / 96^2 = 3

Factorizing is a very often used tool in gmat quant. The same set of steps is followed for various questions like remainders , divisibilty, number of zeroes etc. Most things cancel leaving just the 3
