First the parallel structure: have become thinner and ...more complex make the most sense to me. I don't think idiom applys in this case.

Second, I agree with you. The "they" refer to the chips. On D and E, "their" is a bit ambiguous.

Third, "the power" is singular in B, so must have singular verb- has.

But if the answer is not B, forget what I just said.

both the power of the chips and the electronic devices

The final word must be has, because it is linked to power, which is singular. This narrows to B and C. The first part of C, "the chips’ circuits are more complex", is incorrect, so B!

Know the subject in the sentence...

Both A and B have proper usage of the idiom both ... and.

But the meaning which is tried to be conveyed in sentence A is made clear in sentence B that is the power ........... has been vastly increased and not electrnice devices or chips.

They here refers to the etched lines and chip's circuit. ...
