'Like' is not the correct choice in this construction. Also, the GMAT prefers ‘such as’ to ‘like’ for examples. This eliminates A and B.

A, C, and D compare ‘Thailand and Indonesia’ and ‘fertility rates’ … wrong comparison.

B compares ‘fertility rates’ to ‘Southeast Asian neighbors (countries) … wrong comparison.

Like cannot be used to present examples.
countries have to be compared with countries, not fertility rates
All need to placed to modify countries

Vatsal7794 The thing that I think you're missing is the text immediately before the underline (in general, I find that the non underlined text is often more important than the underlined text):
even when compared with densely populated countries such as Thailand and Indonesia, ...
Whatever comes after that comma has to be comparable to Thailand and Indonesia.
In answer choice C, you have the fertility rates immediately after that comma, and fertility rates are not comparable to countries.

As @aviguntam has mentioned, the incorrect comparison is between "densely populated countries" and "the fertility rates". Further, Option C also incorrectly uses the simple present continuous tense verb "are consistently exceeding" to refer to a statement of universal fact; please remember, statements of universal fact are best conveyed through the simple present tense.
