There are more than forty newspapers published in the cities of Kerala, a state on the Malabar Coast which reflects the fact that Keralans are by far India's most literate citizens.

(B) and that number reflects
(C) which reflect
(D) that number reflects
(E) that reflects

please explain

I believe it is B.
I also think there is a typo in the stem where there should have been a comma after "a state on the Malabar Coast,"

B ensures that it is not the state which reflects but it is the forty newspapers which do so. B is better to D because conjunction "and" is needed to separate the two independent clauses

I also have an impression of deja vu on this problem

sorry, there was a typo-"," in the stem and also the OA the official answers is B. you nailed it Paul.
