There are more than forty newspapers published in the cities of Kerala, a state on the Malabar Coast, which reflects the fact that Keralans are by far India’s most literate citizens.

(A) which reflects

which refers to Malabar coast its illogical as the number reflects and not the coast

(B) and that number reflects
only good option out of the rest!
B is correct

(C) which reflect
which can refer back to cities as well as newspapers, which is followed by a plural verb select, therefore cannot refer back to Malabar coast
either-ways the antecedents are illogical

(E) that reflects
that is vague as we don't know what "that" refers to

Modifier issue , …. ,which wrongly modifies Malabar coast.

(A) which reflects incorrect
(B) and that number reflects .. correct . As addition of and makes it a clause . Singular reflects is used for the fact
(C) which reflect .. wrong sv incorrect
(D) that number reflects .. no conjunction incorrect
(E) that reflects .. what reflects… is ambiguous.. Malabar coast or more than forty newspapers.. incorrect

Hence B

KarishmaB, Is this the concept of resumptive modifier?

I don't see any resumptive modifier here.

e.g. This is his plan, a plan that resolves every concern we have.

Normally, a resumptive modifier picks a word from the end and repeats it and then gives further details about it.

There are more than forty newspapers published in the cities of Kerala, a state on the Malabar Coast, and that number reflects the fact that Keralans are by far India’s most literate citizens.

"a state on the Malabar Coast" is an appositive to Kerala.
"that number reflects the fact that Keralans are by far India’s most literate citizens" is an independent clause joined by comma + 'and'.

(A) which reflects -- "which" modifies Kerala and not the number of newspapers as is intended. Incorrect.
(B) and that number reflects -- Correct. Fixes the problem in A.
(C) which reflect -- same as A.
(D) that number reflects -- Run on sentence. We need a FANBOYS conjunction here to connect two ICs. "that" is the subject of the 2nd IC.
(E) that reflects -- "that" here refers to Kerala or at best "cities of Kerala" and does not refer to the "forty newspapers" as is intended.

Great explanation!

I would like to add, for option E, that "that" being an essential modifier, should not be set off by a comma from the noun or noun phrase it is modifying.
