Meaning is important in solving the question. Let's take a look at answer choice one by one.
A- In Gmat , using ''that'' to refer to people is not accepted. So, drop this answer choice.
B - the same mistake as in A.
C - ''who'' correctly refers to people. Sentence gives logical meaning. Hold on this choice.
D- using ''at one time'' between two verbs does not sounds natural, but Gmat doesnt care the sound. Anyways, lets hold this one too.
E - ''who,when they were...'' when is used to refer to a time , but there is not an appropriate noun to be modified by ''when'' - drop this choice.

So, between C and D.
''At one time'' is wordier than '' once'' and answer choice C is better than D.
C is our winner.

A and B use 'that' here 'who' is apt. Out of C D and E, C seems correct with 'might once' against 'at one time'

The correct option is (E), "who, when they were young adults, might at one time have bought homes." This option is the most grammatically correct and concise option. The other options are either grammatically incorrect or too wordy.

Option (A), "that might at one time have bought homes as young adults," is grammatically incorrect because it uses the relative pronoun "that" to refer to a group of people. The relative pronoun "that" can only be used to refer to singular nouns or pronouns.
Option (B), "that as young adults might once have bought homes," is also grammatically incorrect because it uses the relative pronoun "that" to refer to a group of people.
Option (C), "who might once have bought homes in young adulthood," is a grammatically correct option, but it is not as clear in meaning as option (E).
Option (D), "who in young adulthood might have at one time bought homes," is also grammatically correct, but it is not as clear in meaning as option (E).

The meaning of this sentence is that it may have been more common for young adults of a previous generation to have purchased a home, but that is no longer the case.

(A) that might at one time have bought homes as young adults
Immediately remove because you should use the word 'who' for people as opposed to the word 'that'

(B) that as young adults might once have bought homes
Immediately remove because you should use the word 'who' for people as opposed to the word 'that'

(C) who might once have bought homes in young adulthood
Correct! Fits the meaning of the young adults of today choosing to forego buying homes in favor of renting.

(D) who in young adulthood might have at one time bought homes
People are not collectively purchasing a home at one singular time.

(E) who, when they were young adults, might at one time have bought homes
People are not collectively purchasing a home at one singular time, and this sentence incorrectly changes the meaning to be that the people are no longer young adults.

the intended meaning is that people don't buy but rent homes due to the market. one time here is inaccurate. what about another time?
(E) who, when they were young adults, might at one time have bought homes
Again, at one time. also the construct of this sentence is weird.

The correct answer is D
Statement A and B use that to refer to people which is incorrect
Statement C uses who which is right, however it alters the intended meaning of the sentence.
Statement D uses who which is correct along with the correct sentence structure. Hence is correct
Statement E sounds awkward and wordy
