"that" can never be used to refer people, "that" can only be used to refer to things.

(A) "that" is referring to "people", which is wrong. Hence wrong option.

(B) "that" is referring to "people", which is wrong. Hence wrong option.

(C) Use of "who" to refer "people" is correct, but this sentence conveys a meaning that people bought homes in young adulthood, like "young adulthood" is some area where you can purchase homes. Hence this is wrong option.

(D) Use of "who" to refer "people" is correct, but this sentence conveys a meaning that people bought homes in young adulthood, like "young adulthood" is some area where you can purchase homes. Hence this is wrong option.

Incorrect – who is preferred over that to refer to people. Meaning issue – at one time bought homes implies that we are not sure if they still own the house.

incorrect - who is preferred over that to refer to people
(C) who might once have bought homes in young adulthood
Correct - clear and concise. In young adulthood is adverbial phrase that modifies have bought. Hence, who might once have bought homes in young adulthood clearly suggests that many people might have bought homes when young.
(D) who in young adulthood might have at one time bought homes
Incorrect - who might have at one time bought homes implies that we are not sure if they still own the house.
(E) who, when they were young adults, might at one time have bought homes

In C, D, E:
Option C uses "once" instead of "at one time" as in options D and E, conveying a wrong intended meaning.

Meaning: Due to instability, people prefer rented accommodations over house purchases.
A), B) Incorrect since the pronounce "who" is more suitable when we talk about human.
C) "Once" is incorrect. This means that people just made 1 purchase (singular noun) throughout their adulthood but at the end of the sentence, we have the plural noun "purchases'
D) Correct. "at one time" is used to prefer some period of time in the past; it doesn't mean "one purchase" like C). It is also placed correctly after "might have"
E) Incorrect. "at one time" must be placed after "might have". For example, we say: "I have never eaten apple pie" not "I never have eaten apple pie."
The answer is D

(C) distorts the meaning with 'young adulthood'. (C) eliminated

C - (1) who - correct pronoun used, (2) Appositive issue - in young adulthood is modifying "homes" because it is the closest noun - incorrect placement
D - (1) who - correct pronoun used, (2) Appositive correctly placed after who and therefore modifies many people.
E - Because the statement "when in young adulthood" is placed between commas, it acts as a non restrictive clause. We need to use restrictive clause to only refer to people who did something in their young adulthood and not everyone.

Therefore, option D is the correct answer.
