at one time / once - at one time refers to a particular time , once here means frequency. we are not talking about the house that is already bought, but a hypothetical condition to convey that change in pattern before and now.

(A) that might at one time have bought homes as young adults - incorrect modifier for at one time
(B) that as young adults might once have bought homes - might (maybe) , once have (for sure) bought -> using both is ambiguous
(C) who might once have bought homes in young adulthood - might (maybe) , once have (for sure) bought -> using both is ambiguous
(D) who in young adulthood might have at one time bought homes - this correctly uses at one time and use at the right place in the sentence and correctly denotes the previous point in time
(E) who, when they were young adults, might at one time have bought homes - incorrect location for at one time

Due to ongoing instability in the real estate market, many people that might at one time have bought homes as young adults are choosing to forgo such purchases in favor of living in rented accommodations.

Quote:
(A) that might at one time have bought homes as young adults
"as young adults" means that many people in the role of young adults might have bought homes. It doesn't make sense to say people in the role of young adults did something.

Quote:
(B) that as young adults might once have bought homes
Issue similar to A's. Also, "once have bought" means that those people only bought their homes once, this meaning is not coherent with " have at one time bought"

Quote:
(C) who might once have bought homes in young adulthood
Issue similar to B's. Furthermore whose young adulthood did many people buy homes? Not clear.

Quote:
(D) who in young adulthood might have at one time bought homes
Whose young adulthood did many people buy homes? Not clear.

Quote:
(E) who, when they were young adults, might at one time have bought homes
It is now clear that when many people were young adults, they might have bought homes.

IMO OA should be E

(A) that might at one time have bought homes as young adults
That cannot refer to human beings.

(B) that as young adults might once have bought homes
Same as option A.

(C) who might once have bought homes in young adulthood
Correct option.

(D) who in young adulthood might have at one time bought homes
Changes the meaning of the sentence.

(E) who, when they were young adults, might at one time have bought homes
"when they were" and "at one time" seems to be redundant. Eliminate option.

Answer option C.

(A) that might at one time have bought homes as young adults
We can't use "that" here, wrong.

(B) that as young adults might once have bought homes
We can't use "that" here, wrong.

(C) who might once have bought homes in young adulthood
I don't like the wrong "young adulthood" but I think the will probably be the right answer and I will be wrong.

(D) who in young adulthood might have at one time bought homes
Don't like the word "young adulthood".

(E) who, when they were young adults, might at one time have bought homes
I think this might be the answer. This is much more clear, if longer. But I think I will end up being wrong on this question though and the right answer might be C. :P

Answer is E.

(A) that might at one time have bought homes as young adults
This option incorrectly compares people with young adults. The sentence is not comparing people with young adults. The intended meaning of the sentence is that these people when they were young adults might have bought homes but now due to instability in the real estate are not investing in real estate.. This option can be eliminated.
(B) that as young adults might once have bought homes
Can be eliminated on the same reasoning as option A.
(C) who might once have bought homes in young adulthood
This option changes the intended meaning of the sentence to the house people bought is located in location called "young adulthood". The intended meaning of the sentence is that some people, who when they were young adults might have invested in real estate. But now are refraining to do due to the instability in real estate market. . Therefore this option can also be eliminated.
(D) who in young adulthood might have at one time bought homes
This option does take care of the shortcomings in the previous option. Lets keep this.
(E) who, when they were young adults, might at one time have bought homes
This option takes care of the mistakes of previous options. And it also put the information "when they were young adults", which isn't necessary for the meaning of the sentence between two commas. Also this options also puts the modifier "at one time" between might and have. Thus making the sentence more precise and clear. For this reason the correct answer is option E.

,.......................................

Options A and B are incorrect because "that" cannot refer to people

Option D and E change meaning and are incorrect as "at one time" means that these people have bought a home once...

Option C is correct

A)that might at one time have bought homes as young adults
This option is wordy and doesn't clearly convey the intended meaning.

The use of 'which' to refer people is better than use of 'that'. This option is better than option A, but it still feels a bit wordy and indirect.

C) who might once have bought homes in young adulthood
This option is concise and effectively conveys the idea that these people might have bought homes in their young adulthood. Hence correct option choice

D) who in young adulthood might have at one time bought homes
This option is wordy and convoluted, making it less effective than option C.

E) who, when they were young adults, might at one time have bought homes
This option is quite wordy and repetitive.
