My answer is E
This is a pronoun mismatch error. Since values is a noun being refered , they would be implied to point at noun investors which is wrong.
Clearly usage of it removes the ambiguity of pronoun error as it rightly refers to values and not investors .

To add a point o the one made bu pmohu. A check of parallelism also leaves E as the best answer choice

I think the best answer is B
(B) they can potentially devastate homeowners in that their .
Values => plural; parallelism maintained [can..can]
(A) they are potentially devastating for homeowners, whose
awkward construction;comma?
(C) for homeowners they are potentially devastating, because their
pronoun ambiguity
(D) for homeowners, it is potentially devastating in that their
(E) it can potentially devastate homeowners, whose
values => not singular; so 'it' is wrong

I would go with A
"they" properly refers to "depressed property values"
in E, "can potentially" is redundant to me

Well, "depressed property values " does call for using "they".
But I still feel that 'it' needs to be used.

I assume that you are stressing on 'it' because it is 'depressed property values' which is the subject. 'They' is fine and is a plural referrent. 'they' need not necessarily refer to only 'persons'. 'it' is singular.

I found it odd to use 'they' for the subject 'depressed property values'.
This is something new to me..I'll make a note of it.

I am between A and B (btw i will have the test in a couple of weeks it is high time for me to have cut opinions...)
"they" is a good subject as discussed previously.
What attracts me in B is the "can" which ensures a better //ism. Bad point : "their" in following phrase is not clear...
I have a couple of questions on that point :
-does "that" in B make clear that "their" properly refers only to homeowners (which would mean that without "that" B would be out)
-could "whose" in A refer to something else than homeowners ? (btw i remember from my first english courses that whose is only related to persons, do you agree or is it one more memory failure ?)

A - They refers to back to property values and whose refers to home-owners. Other have proonoun errors. it cannot refer to 'values'

B is wrong for couple of reasons
1. 'can potentially' - redundancy
2. ' in that their' - what is this? awkward. I am sure, there can be a better sentence formed than using 'in that their'.

I think the first word, "they", in A and B refers to the investors, which would make it wrong. I think I would say D
