I would go with A.

I doubt whether we can say "Most government workers are Civil Service employees"

I - 'job security' is achieved by the big penalty imposed on the employer when a civil servant is fired

III - believes governement is inefficient because civil service employees tend to loaf

II is not strong as nothing in the passage mentions that the author beieves the employees should be sacked.

B for me.

your doubt turned out to be pretty well-founded.

I guess I see it now. III is really inferring too much perhaps..

Yeah the passage never relates the number of civil-service employees to the sie of the government itself

I dont think author desire to fire more govt worker. (S)he against the too much job security...

Yes, we can not make such a conclusive determination given the facts in the premise. (A) is the only possiblity.
