An equal chance of admission, yes. However, the rounds vary in size.
Even then, R3 doesn't have nearly the same chance of admission that R1 & R2 have, no matter what Haas says. They've pretty much filled out the class at that point and if you're borderline, you get thrown at the back of the line.
