IMO B. Took 1:48 Min
This one is an interesting question. Specially because in the first go of reading the passage, something doesn't seem right: A rich person who wants to increase taxes the rich? So, either he is a very righteous person or what!!
We need to find a similar option where the two things can't be directly linked with logic.

(B) has this same flaw. Dr. Han is a smoker, so her proposal to ban smoking will inconvenience her - why should we not give it any credence?

As for the wrong answers:
A) Do not vote for Smith’s proposed legislation to subsidize child care for working parents; Smith is a working parent. Mr. Smith is self-serving. Hence this option is opposite

(B) Do not put any credence in Dr. Han’s recent proposal to ban smoking in all public places; Dr. Han is a heavy smoker. This is correct. This gives the same cringe the question gives. Why would a smoker want to ban smoking

(C) The previous witness’s testimony ought to be ignored; he has been convicted of both forgery and mail fraud. This also makes some sense, as to if a person has been previously convicted, we can doubt his current set of statements

(D) Board member Timm’s proposal to raise the salaries of the company’s middle managers does not deserve to be considered; Timm’s daughter is a middle manager at the company’s headquarters. This is like A. This is also self serving.

(E) Dr. Wasow’s analysis of the design of this bridge should not be taken seriously; after all, Dr. Wasow has previously only designed factory buildings. Again, this can be self-serving as a man can analyse his own buildings in a biased manner

Correct answer is B

In short, the argument goes like this:
Mullen wants to tax the rich. He has also been rich. Hence we should not vote
The flaw in the reasoning is this - the person proposing a law benefitted without such a law in the recent past so we should not consider it

(A) Do not vote for Smith’s proposed legislation to subsidize child care for working parents; Smith is a working parent.
Incorrect. Here the person proposing did not benefit in the recent past but stands to benefit in the future.

(B) Do not put any credence in Dr. Han’s recent proposal to ban smoking in all public places; Dr. Han is a heavy smoker.
Correct. The person proposing benefitted in the recent past without the ban and this is being used as the reason to not give any credence.

(C) The previous witness’s testimony ought to be ignored; he has been convicted of both forgery and mail fraud.
Incorrect. Testimony here is not related to what he has been convicted of.

(D) Board member Timm’s proposal to raise the salaries of the company’s middle managers does not deserve to be considered; Timm’s daughter is a middle manager at the company’s headquarters.
Incorrect. Timm did not benefit in the recent past.

(E) Dr. Wasow’s analysis of the design of this bridge should not be taken seriously; after all, Dr. Wasow has previously only designed factory buildings.
Incorrect. Dr.Wasow's analysis has no relation to what he benefitted from or not.
