Can you please tell me which part of the question is ambiguous or which part of the solution needs clarification? Thank you.

The first part containing the unit digits is easy to understand, however the parts containing the tens digits and hundreds digits needs some extra clarification.

Thanks, the content question is not hard however it did not understand it because of the odd strange pronunciation! Thanks for the clarification!

After attempting hundreds of official GMAT questions (OG11.12 and 13) i can safely say that the language used by the GMAT will be less ambiguous and clearer..

Unit digits : All 200 numbers contain unit digits
Tens digits: 90 ( i.e from 10 to 99 ) + 101 ( i.e from 100 to 200 )
Hundreds digits: 101 ( i.e again from 100 to 200 )
Total number of digits: 200 + 90 + 101 + 101 = 492

Just restarted my GMAT life. KUDOs please :-)

Hence the answer is C.
