B and D are possible options.
D can't be the answer because, if the US consume very little of energy resources (say 0.01%), then there is no point in the US maintaining it resource consumption levels. Because its proportion is too small.
B says that the US consumes 1/3 rd of the total resources consumed. Hence, in order to minimize any resource consumption in the world, the US has maintain its current levels for many years to come.
