The intended meaning of the sentence is that by next month Mrs Jones will be the mayor .

Will have been is used to describe an event which started at some point and will end in the future.
could have been changes the meaning
option C is correct as mayor is used as a stand alone term .

We use capital letters mainly for the first letter of sentences, names, days and months as well as for some abbreviations. The difference between B and D is the "mayor"

it goes without saying

but do you think GMAC is really testing issues like 'usage of capital letters' in GMAT?
Never seen this in test before
