I contacted Kellogg about my situation (currently deployed in Afghanistan). They responded: they're waiving the interview requirement - according to Kellogg, the "interview waiver will not negatively affect [my] application." If they feel that an interview is necessary to render a decision, they will contact me and set something up. So here's to hoping they're not BS'ing me!
From my understanding, Kellogg require the interview component completed before they will review your file. So waiving your interview would mean that they will proceed to review your file, and if (hopefully when) they decide not to ding you, they will interview you via Skype/phone. I could be wrong here, but that's what I understand of the process.
So, don't worry about it. You should get the call soon enough. Good luck!
