In general, having an interview will serve you better than not having one. One thing I've learned while at Goizueta is that if you want something badly enough, you'll do whatever you need to do to put yourself in a situation to get it (be it taking a flight somewhere, or just rearranging your schedule to accommodate a phone call). A phone interview won't hurt you, but if you make the effort to see them in person and have a good interview, it almost certainly will help (especially if they know how much effort you're putting into it). If you're in the country, I think it's a good idea to have the interview in person.
