I supprise that why B is the choice here?

The second part of the sentence is, I think, an explaination to why the industry changed. So it should be an independent clause that starts by "as" + S(companies" + main Verb (conducted).

If "that" added will make the sentense runs on.

Try eliminating the middle man to understand it better

<blah> industry has changed <blah> as <blah> companies <blah blah> have greatly downsized <blah>

Now try fitting in the <blah blah> part
<blah> industry has changed <blah> as <blah> companies that once used to <blah> have greatly downsized <blah>
