Meaning is crucial to solve this question. Let's take a look at answer choices.
A - First part doesnt seem to contain any mistake, but what ''it'' refers to? It may refer to '' a new attempt'' . - keep it
B - ''Plant oils are not a new attempt'' - Intended meaning of the sentence has been altered - Illogic meaning. B is out
C- Correctly uses a structure '' not A , but B'' - keep it.
D - The same mistake as in B. D is out.
E - The same mistake as in B. Moreover, the sentence incorrectly uses ''as'' in this context. E is out.

C is our winner . It gives us intended meaning of the sentence that plant oils represent not a new attempt , but an old one which was already made by .....

C is the right answer choice!
To start with, 'it' does not have a clear referent. Even if I have to force a referent, it would refer to 'new attempt' which is illogical when replaced with 'it'. A and E goes off the window!
In B, 'The same one' changes the meaning as if the previous attempt is the new attempt. B goes off.
D says that 'Plant oils are not new attempts'. How can plant oil be attempts? D goes off.
C is coherent and logical. It is the right choice. :)

use of ; is to be done along two IC as connector , here it is place holder gives pronoun error
eliminate option A & E

(C) represent not a new attempt to replace fossil fuels, but one that , but ( FANBOYS) corrects the issue of meaning correct option , we have parallelism issue with fossil fuels // represent

Plant oils is plural noun which means should be accompanied by plural verb which eliminates A
Option B and E implies Plant oils are new attempts, rather they represent a new attempt, eliminates B and E

Subject of the second clause (whether independent or not) must be a singular Noun because the Verb is "was".

- A, E use "it" as pronoun for "plant oils" - a plural Noun => incorrect. A,E out
- ProNoun "the same one" in B implies that "the same current plant oils was already made by Rudolf Diesel in 1912". This meaning does not make sense, the one made in 1912 cant be same as the current one, we must use another PR.

Between C,D
(C) represent not a new attempt to replace fossil fuels, but one that
(D) are not a new attempt to replace fossil fuels, but one that
comma but is ok
"that" modifying "one" can go with "was" in nonunderlined part
Meaning problem: "represent" is better than "are" here because plant oils represent an attempt but are not an attempt.
