(A) 'represent a new attempt' is an awkward usage. 'it' has a plural antecedent
(B) 'the same one' awkwardly refers back to 'a new attempt' and hence doesn't give logical sense to the sentence
(C) Doesn't make logical sense
(D) Correct
(E) No rhetorical construction around 'are not new as an attempt'. it refers to plural antecedent

My ans - A.

Plant oils can't be a new attempt. They can represent a new attempt. B, D, E are out.

Between A and C, A gets points for concision. The it in A refers to the only singular noun in the previous independent clause - attempt. Therefore, thru POE - A.

Reason to eliminate:
A - Relative pronoun error. "It" is referring to?
E- Same as A
B - Correct idiom is Not X but Y.
