(A) The meaning of sentence is clearly conveyed. In the second sentence, "it" refers to the attempt of replacing fossil fuels with plant oils. Hence this is the correct option.

(B) "Use of plant oils" can be an attempt but the "plant oils" themselves wont be an attempt at anything.

(C) This sentence reads:- "Plant oils represent not a new attempt to replace fossil fuels" and further:- "Plant oils represent one that was already made by .....". Diesel made an attempt of replacing fossil fuels with plant oils, here the second sentence is giving a different meaning. It says plant oils represent an attempt to replace fossil fuels that was already made by Diesel. Hence wrong option.

(D) "Use of plant oils" can be an attempt but the "plant oils" themselves wont be an attempt at anything.

(E) "Use of plant oils" can be an attempt but the "plant oils" themselves wont be an attempt at anything.

Meaning: Plant oils are not new; they were made in 1912. The thing made in 1912 was "plan oils"-which is PLURAL=>We can't use "it" to substitue.
=>Eliminate A), E)
-C), D) have wrong meaning. There is no contradiction in this sentence. Plant oils not being a new attempt doesn't not contrast to their creation in 1912.
-B) Correct. The meaning and grammar are ok.
The answer is B
