C looks flawed, "it" is apperaring to modify campaign while it should have been refrring the army

All other choices except (E) are wrong. Army is singular.

(E) is the best choice. 'it' refers to the army. In (A),(B),(C) and (D) the pronoun they/their inappropriately refers to supplies.

E it is.

"E"...Army is singular as the non-underlines part has a "it"
