I cast doubt on this question. Because my conclusion is that the diplomatic move cannot be explained by Zeria's commitment so the Zeria's commitment is wrong. The question asks to support Zeria's commitment is wrong.
So how does the answer choice A support that conclusion?

Please help me. Thanks in advance.

Therefore, despite the foreign minister's claim, this latest diplomatic move cannot be explained exclusively by Zeria's commitment to upholding human rights.

Which one of the following, if true, provides the most support for the argument in the passage?

We need to support the conclusion .. that the cited reason is not true
If we find an alternative reason , than it will support the conclusion .. That is exactly A says .
