My recommender is asking how long it should be for each answer. I obviously want him to put in the best letter for me but also not be forced to write more than necessary. Can it be just one paragraph to answer each question?

In general, long is good, because it is one way school's can see that your recommender really likes you, because he/she has taken soooo much time and effort to write praise about you. Tell your recommender to be as specific as possible and mention specific stories and events and achievements, and it shouldn't be too hard to fill the space with great stuff.

I absolutely agree with Jon. You want length because true length is most often a by product of quality inputs. In a single paragraph, a recommender may not be able to say much. Maybe a few fluff statements followed by a sentence that references a particular example. But a few paragraphs allows them to go in depth into that example. What the context was, what you did, how others reacted, what you learned, etc.
There isn't a "right" answer to length but the right answer is always detail, specificity, and insight. Those just happen to also be friends with length
