Can Any one Explain when Despite and when Inspite is used?

Are the inter changeable? I don't think so?

(A) In spite of federal subsidizing of public transportation systems massively and major local efforts to persuade
(B) In spite of massive federal subsidizing of public transportation systems and major efforts locally at persuading
(C) Despite massive federal subsidies to public transportation systems and the making of major efforts locally to persuade
(D) Despite massive federal subsidies to public transportation systems and major local efforts to persuade
(E) Despite massive federal subsidies to public transportation systems and making major local efforts at persuading

A & B out b/c of In spite of.
C is out of question.

Answer is D.

The sentence says subsidies to major transportation systems, how is that logical? Subsidies to would be to a person or entity and subsidies for would be a product

Can we use "Despite" in place of "In spite of"?

Also, could you please help with explaining why B is wrong. I am aware of the mistake "at" in the last. Is there any mistake in "subsidizing of"?

Test Points: Idiom & Parallelism

(A) In spite of federal subsidizing of public transportation systems massively and major local efforts to persuade ( "of" is followed by verb+ing is not the idiomatic way, making the whole scentence awkward. Furthermore, the structure of paralleism is not correct)

(B) In spite of massive federal subsidizing of public transportation systems and major efforts locally at persuading (Same reason as choice A)

(C) Despite massive federal subsidies to public transportation systems and the making of major efforts locally to persuade ( "massive federal subsidies to...and the making..." voilates the structure of paralleism)

(D) Despite massive federal subsidies to public transportation systems and major local efforts to persuade

"in spite of" and "despite" are essentially synonymous; both are conjunctions that serve to convey a sense of contrast. The only salient difference between the two is that "despite" is more concise.

Thanks,

'Despite' and 'in spite of' are prepositional expressions. They show contrast and take a noun, a pronoun or a gerund after them.
Both mean the same but 'despite' is a bit more formal.
