Answer is D.

The keyword "however" signals a change in the tone of the argument and hence, only option D expresses the change.

I am not an expert, but I will give it a try anyway.

Option C: Offering a reason to take a course of action recommended in the argument:

The question mentions That would be bad advice. I do not think the the BF is offering a reason to take a course, it is just stating ,it has been suggested that diabetics should be advised to drink moderate amounts of coffee, since doing so improves their ability to recognize symptoms of low blood sugar quickly.

Option D: Stating the position to be refuted by the argument:

The argument is indeed refuted, when the author mentions That would be bad advice and goes on explaining why the author believes so.
Therefore D is clearer and linked with what is mentioned in the question.
