Still not able to comprehend the difference between B and E. Both sugges that non sanctuary areas are attractive to fish, in E it suggests that intensity increases which means the plan to protect them should fail. But Correct answer is B that also suggest that non sanctuary areas are attractive, and people will supposedly fish there (is it necessarily implied), lets assume it is but then how does it make it different from E. The fish population is bound to reduce in both.
