IMHO C
Statement 1: y is negative but don't know about x. Insufficient.
Statement 2: x is positive but know about y. Insufficient.

Combining 1 and 2 we get xy<0
Hence C

Statement 1: x^2 y^3 <0
y is the negative here But we are not sure whether x is positive or negative.
Insufficient

Statement 2: xy^2 > 0
x is positive here. But we do not about y
Insufficient

When we combine both statement 1 and 2; we get - x is positive and y is negative
And we multiply positive * negative, we can get a negative number
Hence xy<1
