Whenever we face the boldface questions we should look for conclusion. In this question, the conclusion is "This isn't always the best plan, however. ". Now let's look each option.

A. The first is an observation favored in the argument while the second is a consideration that goes against that argument. The first boldface is not in favor of conclusion. Remember, concluion is cheap is not best plan. So A is wrong.
B. The first is a position disputed in the argument while the second is a judgement provided to dispute that position. First is not a position but a finding which was never questioned or disputed in the argument. Argument says that Tahoma culture method of cheap selection is not best.
C. The first is a finding that the author does not favor while the second is an explanation that supports the author’s position. Yes. This option matches with argument conclusion that is first boldface is not favoured by author and second is an example given in argument to support the argument conclusion.
D. The first is the consideration of the main point of the argument; the second is an example of the consideration. First is not the main point/conclusion. The main point of the argument is his isn't always the best plan, however. So D is out.
E. The first is a circumstance that the author agrees with, the second is a circumstance that the author favors over the first. Author doesn't agree with first boldface.

Yankeesaregreat . The first BF contains IN TAHOMA CULTURE, which explains a finding pertaining to that culture. Hence option C

In Tahoma culture, often cheap materials that can be quickly assembled are favored over more expensive materials and time-consuming craftsmanship­.
