D. The first is the consideration of the main point of the argument; the second is an example of the consideration. First is not the main point/conclusion. The main point of the argument is his isn't always the best plan, however. So D is out.
E. The first is a circumstance that the author agrees with, the second is a circumstance that the author favors over the first. Author doesn't agree with first boldface.
