Official Explanation

Statement 1: Sort on civilian labor force in October 2011 to find the maximum. The region with the largest civilian labor force in October 2011 was the South Atlantic. Compare the October 2011 value with the October 2012 value, which is declining.

Answer: True

Statement 2: Sort on civilian labor force in October 2011, and locate the fifth value, which is the median. The median is 17,700 in the Southwest Central region. Re-sort on unemployed number in October 2012, and again locate the fifth value. The median value is 8 which do not belong to Southwest Central region.

Answer: False

Statement 3: Use the available calculator to find the mean of the percent unemployed in October 2012: (7.4 + 8.7 + 8.0 + 8.3 + 6.5 + 8.0 + 5.6 + 7.7 + 9.5)/9 = 69.7/9 ≈ 7.74. Repeat for October 2011: (7.5 + 8.4 + 9.1 + 9.2 + 7.6 + 9.1 + 6.4 + 8.7 + 10.8)/9 = 76.8/9 ≈ 8.53. The difference is about 0.793 percentage point. The mean unemployment in October 2012 is not a full percentage point lower than the mean rate in October 2011.

Oct 2011 is 9.1 vs Oct 2012 is 8. Shouldn't this be true since there is a decline?

Median unemployment in Oct 2012 is 8 - East Central or South Atlantic. Its not Southwest.

2. median labour force in October 2011 is in south west central (17700) and medium unemployment rate in October 2012 is for east central and it is 8... right? then how it is correct?

You are absolutely right; the statement is false. All the mess is cleared from this question now.

what does full percentage point means?
A full percentage point means "complete one percent," like 7% to 8%.
