Because we knot that embargo would drive up the price of the metal in Zenda at least tenfold and that few other countries export the metal, so Zenda import most of his resources from Litora. Eliminate D.

If only a small proportion is from L, why is it not D?

I was also confused between B and E.

But through deeper analysis, I figured that Litora may or may not be able to appease Zenda for waiving off the embargo.
On the other hand, if Litora plans to buy indirectly from the world market(from other countries exporting the metal), it is kind of certain that Litora will be able to get the metal at a decent price.
Hope this helps.

IDK, I picked A. Thinking if Litora's economy is dependent on Zenda and making cost 10 fold would effect then Litora would not do so.

But we don't want to worry about that. The question is not concerned with whether the embargo will happen. The conclusion we have to address is whether the embargo would have the stated effect: driving up the price of the metal at least tenfold. E gives a reason why the tenfold increase might not happen EVEN IF the embargo happens. A gives one reason that L might not want to do the embargo, but it doesn't tell us what will happen if they go ahead with it.

In general, be careful about addressing any concern but the main conclusion!
