Good questions do not need additional unsupported assumptions to arrive to conclusion.

first one is a bit tough for me, I come to B and D though

Latter one seems to be much easier ,D is the right option.

B. There is reciprocal book agreement between these 2 libraries. Hicks is open 3 days and Reading is open every day. So I assumed that there may be many people from Hicks town going to Reading library to borrow the book. This way it weakens the argument.

E. Reading library has comfortable chairs and sofas so again here i assumed that better amenities at Reading might be attracting people from Hicks town. This way it weakens the argument.
