In 1.5 hours the thief goes = 30*1.5 kms = 45 kms
Therefore, the thief has a head-start of 45 kms from the police.

Unluckily for the thief, the police is faster. Long arms of the law!
He is travelling at 10 km/hr faster than thief. So the relative speed is 10km/hr in the same direction.
Therefore, time he is going to need to make up the 'head-start' is = 45/10 = 4.5 hours
So the police caught the thief after 4.5 hours.

Finally, the total distance the police travelled (= the distance he travelled before he caught the thief) = 4.5*40 kms = 180 kms
