My answer is (C). It took me 41 seconds.

The subject ("conflict ") is singular. Eliminate (AD).

Not so much X as Y. Eliminate (E).

X and Y should be parallel. Eliminate (B).

I was this close to choose E, because "not from...but from" looks very attractive. However, I then chose C, as it should be "among" not "between".
